SiTF’s Council is made up of representatives of our members with each member being an industry leader in his or her own right. Together, they provide the leadership to chart SiTF's course, identify and address key industry issues and develop initiatives for Singapore's infocomm industry.

Saw Ken Wye 
Chief Executive Officer

Saw Ken Wye, CEO of CrimsonLogic, focuses on managing and sustaining growth and business viability for the company. He is also responsible for leading the business teams in growing customer relationships and driving sales in regions such as Asia, Middle East, Africa, Latin America and the Carribean, as well as developing new market opportunities in the rest of the world.

Prior to joining CrimsonLogic in 2013, Ken Wye was Microsoft’s Vice President for Public Sector (Asia), responsible for the company’s business with Government and Government organizations across Asia. Ken Wye worked in Microsoft for nearly 16 years and started his IT career with the National Computer Board (NCB) in 1983.




Ng Tian Beng
Vice President & Managing Director, South Asia & Korea
Dell Global B.V. (Singapore Branch)

As Dell's Vice President and Managing Director for South Asia and Korea, Tian Beng is tasked with overseeing the company's overall business growth and operations in the region. He has primary responsibilities of Dell's sales effort across all lines of business, channel, and all customer segments. He leads strategic business development and relationships for channel partners, consumers, small, medium and large enterprises, and government.

Tian Beng joined Dell in 1998 and has held several senior management roles. He most recently spent nine months on assignment in China establishing and growing the company's business in Greater China (China, Hong Kong & Taiwan) and Korea region, returning to his home state of Singapore to lead Dell's South Asia operations again.

His past roles include being the General Manager for Singapore and Brunei, and also as the Director of Dell's Global Accounts business with responsibility for Dell's largest global customers throughout Asia-Pacific and Japan. He also served as Enterprise Director for South Asia where he was responsible for Dell's server, storage and networking lines of business.




Wong Wai Meng
Chief Executive Officer
Keppel Data Centres Holding Pte Ltd

Wong Wai Meng is currently the Chief Executive Officer of Keppel Data Centres Holding Pte Ltd (KDCH), a joint venture between Keppel Telecommunications & Transportation Ltd (Keppel T&T) and Keppel Land Limited. As CEO of the data centre division, Mr Wong spearheads the company's thrust towards being one of the leading data centre developers and solution provider in Europe and Asia Pacific.

Prior to joining Keppel, he was Vice President of BT Advise, Asia Pacific, Middle East, Africa and Turkey (AMEA), which is the professional services, presales and solutions selling organisation for BT across AMEA. He was also concurrently appointed as the Chief Executive Officer of BT Frontline Pte Ltd, a regional leading provider of end to end IT Services, now fully integrated into BT Global Services as BT Advise.

Being active in contributing back to the industry, he is now serving his third term in the Singapore IT Federation (SiTF) as Honorary Secretary in the Executive Committee, having taken positions as Councillors and Honorary Treasurer in the past. He is also a Senior Member of the Singapore Computer Society and sits on the Technology Strategy Committee of Mount Alvernia Hospital.




Jeremy Tan 
Korvac Holdings Pte Ltd   

Jeremy Tan is the founder and Chairman of Korvac Holdings Pte Ltd, an investment holdings that builds, invests and creates fintech businesses. Liquid Pay, a mobile platform for payments and consumer financial services, is one of the companies under Korvac Holdings. 

Jeremy is currently a Board member of Infocomm Investments Pte Ltd. Between 2009 and 2013, he was on the Board of the Infocomm Development Authority of Singapore (IDA), where he also served on the Investment Committee. He also actively involved in the Singapore infocomm Technology Federation (SiTF) where he is also the honorary treasurer and Singapore Enterprise Chapter Chairman. 




Andy Sim 
Vice President, Head of New Business Development
Samsung Asia Pte Ltd   

Andy brings with him over 20 years of industry expertise with global companies including Dell, Cisco Systems, Silicon Graphics and Hewlett Packard to name a few. At Samsung, Andy leads the New Business Development division - one of the strategic growth engines for the consumer electronics giant. His mandate is to build a solid foundation for the enterprise business given Samsung’s success in the consumer sphere. His vision lies in driving innovative Samsung technologies to transform new business experiences for enterprise customers. He has completed the Samsung/Harvard Leadership Program.

Prior to Samsung, Andy held senior leadership appointments at Dell Enterprise – first covering the South Asia and Korea business, and subsequently with an expanded portfolio to Asia Pacific and Japan. Before that, he spent almost 10 years in Asia-Pacific scoped roles spanning Sales, Channel, and Commercial Business at Cisco Systems.




Michael Yap
Managing Partner
TNB Ventures Pte Ltd

Michael Yap is founder and Chairman of Skyvest Ltd, a venture investment company, the Founder of The Co-Foundry and the Managing Partner of TNB Ventures.  He is also Advisor to the President’s Office of NTU, and the Provost’s Office of NUS.

Prior, he was the Deputy CEO at Media Development Authority (MDA) where he had oversight of all regulatory, licensing and policy matters related to media. Concurrently, he was the Executive Director of the national Interactive Digital Media (IDM) Program Office chartered to develop the new media sector in Singapore. He managed a $500 million development fund to help ignite and develop this new sector. 

Before MDA, he was the Managing Director of the world’s leading enterprise software company. He was responsible for the company’s activities in Singapore and business development across the Asia Pacific region.




Andrew Chow

Andrew Chow is the President of ST Electronics (Info-Comm Systems) Pte Ltd. A wholly-owned subsidiary of Singapore Technologies Electronics Limited, ST Electronics (Info-Comm Systems) is a leading system solution company for info-communications, electronics and intelligent transportation systems, serving customers in defence, public and commercial sectors.

Andrew was elected as the President of the Intelligent Transportation Society of Singapore (ITSS) in 2015.




Benjamin Mah

Benjamin Mah is a Digital Security Pioneer, Technopreneur, Venture Capitalist and Future Manpower Development who has built a distinguished career in both e-Cop (acquired by a wholly-owned subsidiary of Temasek Holdings) and Encentuate (Acquired by IBM). Benjamin also held senior management position in corporate companies including Oracle, IBM and CA.

Prior to founding V-Key, Benjamin played a central role in growing Encentuate Inc, a leading provider of enterprise single sign-on software, until its acquisition by IBM Software. In 2000, Benjamin pioneered e-Cop and grew it into a leading Managed Security Service company until its acquisition. Benjamin held key regional leadership positions within Oracle and IBM where he drove a large part of the core security software business and played a key role in establishing new business units.

Craig Gledhill

Craig is currently leading a privately owned regional IT distributor and he has over 28 years of expertise, experience and passion for the ICT industry (Enterprise 24 + Consumer 4 years).   Previously, he had worked for four global leaders (Fortune 100 and 500) – Samsung Electronics, CISCO, Southmark (Fujitsu) and Harris Lanier.

Craig is a driven business leader who takes pride in achieving outstanding results and building world class organizations. In his current role, he is responsible for leading ACA Pacific, a privately owned Regional IT Distributor which has been in operation for over 28 years.  His focus is to transform the current business to be a leading regional distributor with strong capabilities to deliver new business consumption models and leverage the new digital marketing arena.  

At Samsung (2011 -2014), he was the Vice President for Samsung's Enterprise, Small & Medium Business and New Growth Engines for South East Asia and ANZ.  At Cisco (1998 to 2011), he took on various roles (MD of Singapore & Brunei and VP for the APAC Consumer Div) and had an excellent track record for achieving results.              
As part of his own professional development, he was a councillor for 10 years and a Vice Chairman of the Singapore IT Federation, Board member of DBS banks Innovation board and was a board member of the American Chamber of Commerce for five years.




Ho Seong Kim

Accenture ASEAN Communications, Media and High Tech (CMT) Practice   

Seong Kim is the Client Services Group (CSG) Lead for the Accenture ASEAN Communications, Media and High Tech (CMT) practice. He has been with Accenture for 20 years working with CMT clients in ASEAN on various projects and initiatives. Song Kim specialises in the Communications industry focusing on large scale transformative work. He is currently based out of the Accenture Singapore office.




Joanna Flint 
Managing Director
Google Singapore   

Joanna has over 16 years’ experience in the digital industry, covering all aspects of digital marketing, e-commerce and social media. She brings with her a broad perspective having worked client side to drive business transformation from within Singapore Airlines and British Airways, as a Senior Consultant working across sectors at Ogilvy & Mather, and now from a media owner’s perspective at Google where over the last 5 years she has helped big brands and agencies embrace digital as a business enabler.

Jo has been recently appointed as the Country head for Google Singapore responsible for the development of Google’s sales and business development operations from the Singapore hub. She prides herself on driving business criticality into digital, and is committed to industry education. She is a regular industry speaker and thought leader, and has recently authored an ebook ‘Winning at the Zero Moment of Truth Asia’ – a look into the role of digital in the path to purchase for consumer goods brands. 




Lau Shih Hor

Shih Hor is the CEO and co-founder of Elixir Technology. Under his leadership, Elixir's award-winning Business Intelligence and Analytics solution has garnered customers in over 60 countries including many government agencies, financial institutions, telcos, and healthcare organisations. More recently, Elixir has rolled out BizInsights, an online Data-as-a-Service solution built on Elixir's analytics platform to provide instant business insights based on government data with plan for mash-ups of public and private data.

Elixir is also actively involved in several Smart Nation/Cities/Home projects in anticipation of the IoT wave of innovations and demands.




Lim Kang Song
Managing Director
Oracle Corporation Singapore Pte Ltd

Kang Song was appointed on 1 November 2014 as the Vice President and Country Managing Director for Oracle Singapore. In this role, he is in charge of the overall business in Singapore.

Prior to this appointment, Kang Song was Vice President, Strategic Alliances for Oracle Asia Pacific where he was responsible for both strategies and execution for the business with global partners and strategic alliances.

Kang Song joined Oracle through the Hyperion acquisition. In the 5 years he was with Hyperion, he ran the Japan and Korea business and was the head of sales, operations and partnering across Asia Pacific and Japan.

Prior to Hyperion, Kang Song was the CEO of 3rd Frontier, a financial services software company and the head of brand sales and sales operations for IBM's financial services business, Asia Pacific (including Japan).





Loh Khai Peng
Managing Director, HPE Singapore
Hewlett Packard Enterprise

Loh Khai Peng is the Managing Director of HPE Singapore. He is responsible for the Enterprise Group’s revenue and profitability, business operations and in driving HP’s leadership in this country.

A 22-year veteran in the IT industry, Loh brings great breadth and depth of enterprise experience to the role. He is no stranger to many of our partners, customers and staff in Singapore, having worked in HP previously in a variety of management, sales as well as partner and business development roles for close to a decade.

Loh rejoins HP from NCS Pte Ltd, where he was Group General Manager for its Global Business.

Prior to his NCS stint, he was the Managing Director of HP Indonesia from 2008 to 2011. Before that, he served as the chief operating officer for SUN’s Philippines business, where he doubled the firm’s revenue in that market.

In Singapore, Loh’s previous HP appointments include Storage Sales Director for Asia Pacific and Japan, Business Director for Products and Channels in Singapore and Senior District Manager for the financial services vertical.

Loh started his IT career with IBM in 1992, rising through the ranks to become a product manager. He then joined SUN where he gained his experience in regional channel sales, before joining HP.




Roger Yuen

Roger is the CEO & Founder of Clozette, a leading visual-centric women social network. He is also the Chairman & Co-founder of Visenze, a state-of-the-art company that offers a suite of solutions to simplify the visual web, and Chief Strategist & Co-founder of 6Estates, a digital ethnography company, both spin-offs from NExT, a research center jointly established between National University of Singapore (NUS) and Tsinghua University of China. 

With more then 30 years experience in the TMT industry, he is a “corpruener” who is fascinated by technological innovations, evident in his entrepreneurial ventures.  Roger was a co-founder of e-Cop, which pioneered the first 24×7 Managed Security Services in the world. He was also a seed investor of Brandtology, a leading online brand intelligence provider. Prior to founding Clozette, he held senior executive positions with SoftBank Forums, ZDNet, CNet Networks, NEC and Acer. 




Tammie Tham

Tammie Tham is the CEO and founder of Accel Systems & Technologies Pte Ltd (Accel).

She has more than 15 years of experience in the IT Security Industry and has held management positions at large global and regional IT Services companies. She has extensive industry experience in the ASEAN region across various sectors - government, health care, financial services, telecommunications, transport and utilities.

Before founding Accel, Tammie was leading the APAC Security Business Unit at BT Frontine, a subsidiary of BT Global Services. She was responsible for expanding its security business in ASEAN and building a footprint in the APAC region. Prior to this, she was leading the ASEAN IT Security Practice at IBM. She has also held Sale Director role at Frontline Solutions and Netrust.

Besides being Chairman of the Security and Governance Chapter at SiTF, Tammie is also a member of the Cyber Security Awareness Alliance, which was formed to build a positive culture of cyber security in Singapore, and promote and enhance awareness and adoption of essential cyber security practices. 





Shirley Wong

Ms Shirley Wong is an entrepreneur and has more than 20 years of experience in the IT & Technology industry. She is the Managing Partner of TNF Ventures Pte Ltd, an incubator under National Research Foundation’s Technology Incubator Scheme.

Prior to the current role, she oversaw the management and operations of the BT Frontline group in Asia Pacific, driving the professional services business for IT Security, Healthcare and Applications Development.




Anol Bhattacharya

For the last 14+ years Anol has consulted hi-tech and telco clients (Cisco Systems Inc, IBM, IDC Asia Pacific, HP, StarHub, Dimension Data etc.) on behalf of GetIT (Singapore) in the field of B2B marketing, demand generation, lead nurturing, social media strategy & implementation, interactive digital media for marketing initiatives and user experience design. 

He is a regular columnist on the topic of B2B marketing in various print and online newspapers, such as Business Times, Straits Times, Marketing Interactive, and AsiaOne, and is also the editor-in-chief of, a leading blog about news, views and reviews of the B2B marketing space and social media scene in Asia. 

Anol has spoken as a keynote speaker at major marketing conferences across the region including Click Asia Summit (Mumbai), AdTech (Singapore), SES (Hong Kong, Singapore), MIS-NSMC, SiTF Workshop, and BritCham Singapore. 




Fred Sim
Regional Director
MarkLogic Singapore Pte Ltd

Fred is the Regional Director for MarkLogic Singapore Pte Ltd and is responsible for the ASIA Business. He has been in IT for the past 20 over years working in many different capacity to drive innovation. He has also championed several start-ups. In addition to working for MarkLogic, he frequently speaks at industry seminars and technical conferences around Asia Pacific. He has also been featured in many of the regional IT trade and technical publications. 
Prior to joining MarkLogic, Fred worked for Oracle.

Fred is an EXCO member at the Singapore infocomm Technology Federation (SiTF) and helps to drive adoption of the Cloud Technology and Data.  




Annie Choy
Managing Director
IBM Singapore

Prior to being appointed as Managing Director of IBM Singapore, Annie has been on assignment in Japan managing the IBM Japan Global Financing (IGF) business with asset based size of over $3B.As the general manager of IGF, Annie has responsibility for all Business units’ operations including sales, operations, marketing, customer service and business development. She led the Japan organization with over 250 employees to achieve business growth. Annie was a member of the IBM Japan’s senior executive leadership team and reported directly to the President of IBM Japan. She was also a member of the Global Leadership Committee of the World wide IGF team.

In 2012, Annie was appointed as the General Manager of the IGF business in IBM Great China Group based out in Beijing and led the business units in China, Hong Kong and Taiwan. She was also the General Manager of IBM Leasing Company set up in Shanghai and a director of the Tianjin Factoring Company Limited.

 Prior to the assignment in Beijing Annie was Asia Pacific Vice President, based out of Singapore, leading the Asia Pacific financing business for IBM in India, Australia, Korea, ASEAN and Greater China Group. Other roles include General Manager of the financing arm of IBM ASEAN and Singapore.

 Annie has many years of experience in IT industry and strong sales experiences in the region managing over $4B of financial assets. Prior to joining IBM, Annie spent 10 years working for 2 leading Banks – HSBC and DBS Bank Ltd, handling credit, marketing, loan portfolio management.




Mark Shmulevich
Chief Strategy and Operations Officer

Mark Shmulevich is Chief Strategy and Operations Officer Mark Shmulevich at Acronis, a global software and services company headquartered in Singapore. Born in Moscow, Mark is a resident of Singapore now. He was a World Economic Forum (WEF) Global Shaper 2012. Mark graduated from Moscow Institute of Physics and Technology, where he earned his B.A., MSc and PhD degrees in applied mathematics, focusing on data mining. Mark led the business development division of the largest Russian space technology corporation and has supervised establishment of the first US-Russia joint venture in satellite navigation. He also launched an international research centre in quantum physics in Russia and brought the centre’s research focus to steady state as Chief Development Officer.

From 2012 to 2014, Mark served as Russia’s Deputy Minister of Information and Communications Technologies of Russia, where he elaborated a nationwide IT industry support strategy and managed its approval by Prime Minister, introduced a 50% tax benefit for small IT businesses, increased the number of free slots for students to get higher education in IT and introduced an expedited procedure for IT companies to employ highly qualified expats. During his term, Mark was also overseeing the interaction between the government and IT associations and Expert councils on IT in Russia. Mark is certified as an Independent Director by INSEAD Business School and has delivered lectures on innovation strategy and technology commercialisation in various organisations.




P. Balachandran

P Balachandran has been with the Firm for more than 25 years and is currently a Senior Consultant.
Bala began professional practice as a litigator in 1978 mainly in company, banking, construction and engineering disputes. He broadened his experience by working for an English magic circle firm in London and Hong Kong.
Bala provides advisory services to mainly foreign clients for matters in Singapore, South East Asia countries, China, Taiwan, Japan and Australia. For some clients he performs in-house counsel’s functions. He has experience with large infrastructure projects particularly commercial developments, land reclamation and marine works, train systems, topside fabrication and oil and gas processing plants.
Additionally, Bala has been appointed arbitrator by both the Singapore Institute of Arbitration Centre and the International Chamber of Commerce, Paris. 

Bala’s specialised portfolio includes matters relating to construction and engineering, infocomm technology and commercial transactions including mergers and acquisitions and negotiating and drafting diverse commercial agreements.
